根據國家認監委2005年第3號公告要求，為保證強制性產品認證制度的順利實施，針對生產、進口和經營性活動中的特殊情況，對符合以下條件的《實施強制性產品認證的產品目錄》內的產品無需或可免于辦理強制性產品認證。

實施認定上述無須提供強制性產品認證文件直接辦理報檢手續情況的機構：北京出入境檢驗檢疫局的各口岸分支機構。

3C work guide for exemption from compulsory product certification

According to the Announcement No. 3 of CNCA in 2005, in order to ensure the smooth implementation of the compulsory product certification system, in view of the special circumstances in production, import and business activities, the products in the catalogue of products subject to compulsory product certification that meet the following conditions do not need or are exempt from compulsory product certification.
Products exempt from compulsory product certification:
(I) scope of application and interpretation of conditions
1. Products for scientific research and test
(1) "scientific research" in this paragraph refers to the research and development of the product to develop and produce the products needed for the related products, not the scientific research equipment needed for the research work. The "test" in this paragraph refers to the product (such as the development and test of a certain model) that must be used for the test of the product to obtain the test data or to test part of the performance of a product. A small number of printers of this type imported for printer software);
(2) the products referred to in this paragraph shall not be re sold or provided to ordinary consumers in China;
(3) the applicant for exemption of the products referred to in this paragraph must be the institution that conducts research, development and test on these products, and the applicant shall prove that it has the corresponding research, development and test ability and provide the research, development and test plan / project document;
(4) after the manufacturer claims to be responsible for the safety of the products mentioned in this paragraph, it is exempted from providing corresponding test reports or conformity certificates.
2. Parts and components required for technology introduction production line assessment
(1) this sub clause refers to the parts and components of the final product necessary for trial operation or assessment of the production line after the introduction of the production line from abroad;
(2) the applicant for exemption of the products mentioned in this paragraph must be a factory using the imported production line;
(3) at the time of application, relevant certification materials of the imported production line shall be provided (such as the inspection and quarantine certificate of the imported production line issued by the inspection and quarantine institution, the inspection application form of the imported goods, etc.).
3. Parts / products required directly for end-user maintenance purposes
(1) this paragraph does not apply to the products that are returned to Customs after product recall and improvement;
(2) the applicant for exemption of the products referred to in this paragraph must be a maintenance unit or end-user, and shall provide the purchase or import certification materials of the equipment to be maintained when applying;
(3) when the maintenance unit is the applicant, it must provide the relevant information of the end user applying for maintenance.
4. Supporting equipment / parts of factory production line / complete production line (excluding office supplies)
(1) this clause is applicable when the equipment / parts of the factory production line / complete production line are imported separately. Items not used in the factory production line / complete set of production line shall not be exempted (such as office supplies "such as computers and printers" required by the factory / company, even if these office supplies are supervised by the customs).
(2) the applicant for exemption of equipment / parts referred to in this paragraph must be the factory using these equipment / parts, and the application shall provide the relevant certification materials of the relevant departments for approval of the construction or introduction of the factory production line / complete production line.
5. Products only for commercial display but not for sale
(1) the applicant for exemption of the products mentioned in this paragraph must be the company responsible for commercial display.
(2) the applicant shall indicate in the application materials the time of display and the way of handling the product after display (which shall not be sold or provided to ordinary consumers for use), and ensure that it does not change the use of the product.
6. Temporarily imported products to be returned to customs (including exhibits)
(1) the applicant for exemption of the products mentioned in this paragraph must be the company using these products, and the applicant for exemption of exhibits must be the company responsible for commercial exhibition.
(2) the applicant shall indicate the time of temporary import in the application materials, and promise to go through the formalities of verification and cancellation at the institution that issues the certificate of exemption from compulsory product certification (hereinafter referred to as the certificate of exemption) within two weeks after the products are returned to the customs. (copy of exemption certificate and copy of export declaration form with release or inspection seal issued by the customs shall be provided for verification)
7. Parts imported by general trade for the purpose of exporting the whole machine
(1) the applicant for exemption of parts / products referred to in this paragraph must be the factory using these parts / products.
(2) the applicant shall promise in the application materials that within two weeks after the export of the finished products, he / she shall go through the formalities of verification and cancellation at the institution that issues the exemption certificate. (copy of exemption certificate and copy of export declaration form with release or inspection seal issued by the customs shall be provided for verification)
8. Parts imported by the way of incoming or incoming processing for the purpose of exporting the whole machine
(1) the applicant for exemption of parts / products mentioned in this paragraph must be a factory in the customs registration manual / electronic account book.
(2) parts / products referred to in this paragraph are exempt from providing corresponding test reports or declaration of conformity after the manufacturer claims to be responsible for their safety.

3. Imported products that meet the following conditions can go through the inspection formalities directly without providing the compulsory product certification documents after being confirmed by the directly affiliated Bureaus:
(1) goods under the ATA carnet. This clause refers specifically to the goods under the ATA carnet. The trade relations person shall present the original ATA carnet and provide a copy when applying for inspection.
(2) warehousing and logistics goods, office supplies for self use and raw materials and parts for export processing that enterprises in the bonded area enter the bonded area from abroad.
(3) samples submitted for CCC certification by overseas enterprises. At the time of application for inspection, the trading partner is required to provide the original sample delivery notice (including the applicant, importer, sample name, trademark, specification, model, quantity and other information) issued by CCC designated certification authority.
(4) goods exported and returned to China. This paragraph shall not apply to the re import of domestically produced goods exclusively for export by means of general trade. At the time of application for inspection, the trading parties are required to present the original export certificate of the goods (keep the copy), and provide the statement on the way of handling the goods after entering the country and ensuring that they will not enter the circulation field for sale after entering the country.
The port branches of Beijing entry exit inspection and Quarantine Bureau are the institutions that directly handle the inspection formalities without providing the compulsory product certification documents.
